Salaried workers are covered by the Malagasy social security system for the following compulsory insurance: work accidents, occupational diseases; old age, disability, death (survivors); family benefits.
Sickness and maternity risk are managed by inter-company medical service organizations. Companies are required to join one of these organizations. The social security system does not provide protection for unemployment risk.
In September 2016, during the 71st United Nations General Assembly and under the leadership of the World Health Organization (WHO), the State committed to the implementation of universal health coverage (UHC).
Self-employed workers are not covered by the Malagasy social security system. However, they can voluntarily contribute to an occupational health service in their geographical area to receive health care.
Universal Health Coverage (UHC)
In its objective of accelerating the operationalization of universal health coverage, four districts are covered by the CSU, and the Ministry of Public Health continues its effort to expand the number of districts covered.
Implemented by the CNSS under the supervision of the Ministry of Public Health, the CSU initially allows for the affiliation of the most disadvantaged populations who do not have access to the existing healthcare system. Individuals and their families not covered by an inter-company medical service organization can benefit from the necessary services provided in a basket of care from healthcare facilities.
