The Ministry of Arts and Culture (Minac) is responsible for implementing and evaluating government policy on the promotion and development of arts and culture. It defines the state's political vision for the development of arts and culture and sets guidelines for its implementation through technical departments: in particular, the Directorate of Cinematography and Audiovisual Productions (DCPA), which is responsible for cinema, the Directorate of Entertainment and Creative Industries (DSIC), and the National Ensemble (DEN), which is responsible for music and musical performances. These structures set the various targets to be achieved and also provide the means for monitoring their performance in accordance with public policy instruments, in particular the Priority Action Plans (PAP).

The State's strategy is characterized by supporting cultural enterprises by structuring its action around objectives concerning the production and promotion of cultural goods and services. The deployment of public action in favor of cinema and music in Cameroon is an emanation of a few public and parastatal administrations such as Minac, the Film Industry Development Fund (FODIC), the Special Allocation Account for the Support of Cultural Policy (CASSPC), or collective management organizations (CMOs).

The country boasts the advantage of a dual linguistic culture, both Anglo-Saxon and Francophone. Contemporary arts, such as music and literature, are flourishing and give Cameroon great artistic creativity, illustrated in particular by numerous artists and writers.

The Black Screens Festival
Since 1997, the Ecrans Noirs Association has organized this cultural event every year, dominating continental news for a week, helping to showcase the vastness of African talent in the fields of cinematographic and audiovisual art. The festival reveals new names and showcases new films. For example, Kang Quintus's film "The Fisherman's Diary" represented Cameroon and Central Africa at the 2020 Oscars for Foreign Language Films in the United States. The works of Jean-Pierre Bekolo, Jean-Marie Teno, Bassek Ba Kobhio, Victor Vinyuoh, and François Woukouache have achieved great success on the international scene.

From October 14 to 21, 2023, the 27th edition of Ecrans Noirs will describe the relationship that exists between generations.
