Due to its importance in the development process, infrastructure is considered one of the focal sectors of the National Indicative Programme (NIP), financed by the 11th European Development Fund (EDF). Aiming to contribute to improving the mobility of people and goods by improving road connections, this programme also aims to improve access to electricity and drinking water. 

The rehabilitation of the RN13 linking Ihosy to Tolagnaro

The RN13, which is over 490 kilometers long and crosses the regions of Ihorombe, Androy, and Anosy, has been in a sorry state for several years. In November 2017, a financing agreement was signed at the Africa-EU summit in Abidjan. The total budget is estimated at €235 million, with funding from the European Investment Bank (EIB) and the Malagasy government. 

Construction of the Eastern Ring Road and Northeast of Antananarivo

For a total amount of 62.9 million euros, including 4.9 million euros from the EDF, 24 million euros from the French Development Agency (AFD), 28 million euros from the EIB, and 6 million euros from the Malagasy State.

The Antananarivo Sanitation and Disenclavement Project

Funded to the tune of 34.1 million euros, including 3 million euros from the EDF, 25 million euros from the AFD and 6.1 million euros from the Malagasy government. The objective for This is to improve the living conditions of the inhabitants of the Antananarivo metropolitan area. 
For the priority neighborhoods of the Antananarivo metropolitan area (Lalankely III), financed at 26.3 million euros, including 3 million euros from the EDF, 19 million euros from the AFD and 4.3 million euros from the Malagasy State, this envelope aims to improve living conditions in the most disadvantaged neighborhoods of the capital.

The development of corridors including the rehabilitation of the RNT 12 A and the RN9

Funding for this project amounts to €183.1 million, including €39.9 million from the EDF, €137.5 million from the African Development Bank (AfDB), and €5.6 million from the Malagasy government. This project aims to improve Madagascar's connectivity with countries in the sub-region, with a view to increasing trade. The seventh project is Water II, in support of Jirama. This project receives €73.2 million in funding, including €29.2 million from the EDF, €35 million from the EIB, €2.5 million from the NGO WSUP, and €6.5 million from the Malagasy government. This project will contribute to improving access to drinking water in Madagascar. 

The establishment of the one-stop shop for public procurement
Inaugurated in August 2019 in Antsahavola, it brings together the entities responsible for awarding and monitoring public procurement circuits, including the localized procurement management unit, the national procurement commission, financial control, tax services and the public treasury. The Ministry of Regional Planning, Housing and Public Works was chosen as the pilot entity, being responsible for the largest volume of projects. This one-stop shop will then be extended to other ministries depending on the organization in terms of human resources and available premises,” continues the president. The commission is responsible for both awarding and monitoring at the level of the public procurement circuit.
The one-stop shop should speed up the processing of public procurement files and avoid the need for bidders to physically travel. The speeding up of a file will therefore depend on the availability of documents at each ministry, with the goal of validating a file within 24 hours. This accelerated processing of files does not, however, preclude verification of the authenticity of the files submitted for inspection. In case of doubt, the procurement commission reserves the right to conduct an external verification of the entity—with banks, for example—which will make this 24-hour period dependent on the external verification.
