Pour atteindre son objectif, le pays compte s\u2019appuyer, entre autres ressources renouvelables, sur son important potentiel hydro\u00e9lectrique.<\/p>\n<p><b>La centrale hydro\u00e9lectrique de Kingu\u00e9l\u00e9 Aval<\/b><\/p>\n<p>Gabon Power Company (GPC), filiale du Fonds Gabonais d\u2019Investissements Strat\u00e9giques (FGIS), et Meridiam, soci\u00e9t\u00e9 \u00e0 mission sp\u00e9cialis\u00e9e dans le d\u00e9veloppement, le financement et la gestion \u00e0 long terme d\u2019infrastructures publiques durables, ont sign\u00e9 un accord pour le financement de la centrale hydro\u00e9lectrique de Kingu\u00e9l\u00e9 Aval.<\/p>\n<p>Situ\u00e9e \u00e0 100 km \u00e0 l\u2019est de Libreville sur la rivi\u00e8re Mb\u00e9i, en bordure du Parc National des Monts de Cristal, la nouvelle installation disposera d\u2019une capacit\u00e9 de 34.1 MW et permettra \u00e0 terme d\u2019alimenter le r\u00e9seau national \u00e0 hauteur de 203 GWh par an. La centrale hydro\u00e9lectrique fournira environ 13% des besoins en \u00e9lectricit\u00e9 de Libreville, la capitale du Gabon. Elle contribuera au remplacement de capacit\u00e9s thermiques existantes et permettra d\u2019\u00e9conomiser plus de 90 000 tonnes d\u2019\u00e9missions de CO2 par an. Elle participera \u00e9galement \u00e0 l\u2019\u00e9lectrification des zones rurales telles qu\u2019Andock Foula, contribuant \u00e0 l\u2019inclusion sociale au Gabon.<\/p>\n<p>Les achats d\u2019\u00e9quipements et de mat\u00e9riels n\u00e9cessaires \u00e0 la construction aupr\u00e8s d\u2019entreprises gabonaises seront privil\u00e9gi\u00e9s, soutenant ainsi la diversification, le d\u00e9veloppement et la relance \u00e9conomique du pays. Pendant la p\u00e9riode de construction, 800 emplois directs seront cr\u00e9\u00e9s sur le chantier et, pendant la phase d\u2019exploitation, vingt professionnels gabonais seront responsables de l\u2019exploitation de la centrale hydro\u00e9lectrique. Sa mise en service est pr\u00e9vue pour la fin 2024.<\/p>\n<p>Le montant total de l\u2019investissement n\u00e9cessaire pour la construction du barrage s\u2019\u00e9l\u00e8ve \u00e0 179 millions d\u2019euros dans le cadre d\u2019une convention de concession conclue pour une dur\u00e9e de 30 ans. Kingu\u00e9l\u00e9 Aval est port\u00e9 par Asonha \u00c9nergie, une soci\u00e9t\u00e9 de projet d\u00e9tenue respectivement \u00e0 60% et 40% par Meridiam et GPC, et b\u00e9n\u00e9ficie de l\u2019appui financier de plusieurs bailleurs de fonds de premier plan : IFC, filiale de la Banque mondiale d\u00e9di\u00e9e au secteur priv\u00e9, la Banque Africaine de D\u00e9veloppement, la Development Bank of Southern Africa et Emerging Africa Infrastructure Fund.<\/p>\n<p>L\u2019Agence multilat\u00e9rale de garantie des investissements (Miga), filiale du Groupe de la Banque mondiale, a rejoint en mars 2022 Asonha Energie SA, pour la construction et l\u2019exploitation de la centrale hydro\u00e9lectrique Kingu\u00e9l\u00e9 Aval. Ce financement permettra la construction du barrage et la centrale hydro\u00e9lectrique de Ngoulmendjim de 83 MW.<\/p>\n<p>Ce projet de centrale hydro\u00e9lectrique r\u00e9pond aux meilleurs standards internationaux dans les domaines environnementaux, sociaux et soci\u00e9taux, comme l\u2019a confirm\u00e9 l\u2019\u00e9valuation ind\u00e9pendante men\u00e9e avec l\u2019outil ESG (crit\u00e8res environnementaux, sociaux et de gouvernance) de l\u2019Association internationale d\u2019hydro\u00e9lectricit\u00e9 (IHA).<\/p>\n<p>Le projet hydro\u00e9lectrique de Ngoulmendjim est mis en \u0153uvre \u00e0 travers Asokh Energy. L\u2019entreprise \u00e0 finalit\u00e9 sp\u00e9cifique est d\u00e9tenue \u00e0 60% par Eranove et par Gabon Power Company (GPC), la filiale du FGIS (40%). Asokh Energy assurera la construction d\u2019un barrage sur la rivi\u00e8re Nkomo, dans la province de l\u2019Estuaire, \u00e0 125 km de la capitale gabonaise Libreville. L\u2019installation affichera une hauteur maximale de 38,5 m\u00e8tres sur fondation, avec une largeur en cr\u00eate de 635 m\u00e8tres.<\/p>\n<p>Le barrage formera un r\u00e9servoir sur une superficie d\u2019au moins 30 km2. L\u2019imposante structure sera \u00e9quip\u00e9e d\u2019une centrale hydro\u00e9lectrique capable de d\u00e9livrer une puissance de 83 MW avec une production annuelle \u00e9quivalente \u00e0 550 GWh gr\u00e2ce \u00e0 trois turbines Pelton. L\u2019\u00e9lectricit\u00e9 ainsi produite sera \u00e9vacu\u00e9e via une ligne de 225 kV d\u2019environ 135 km.<\/p>\n<p>Selon les pr\u00e9visions du consortium, la ligne sera form\u00e9e d\u2019une section de Ngoulmendjim vers un poste d\u2019interconnexion de 225 kV \u00e0 cr\u00e9er \u00e0 Kingu\u00e9l\u00e9 Aval. L\u2019autre section partira de Kingu\u00e9l\u00e9 Aval vers un poste d\u2019interconnexion de 225\/90 kV dans la localit\u00e9 de Ntoum, dont le trac\u00e9 suivra les lignes existantes de 225 et 90 kV en provenance de Kingu\u00e9l\u00e9 et Tchimb\u00e9l\u00e9. L\u2019\u00e9lectricit\u00e9 produite alimentera plusieurs parties du Gabon, notamment Libreville o\u00f9 se concentre la moiti\u00e9 de la population gabonaise.<\/p>\n<p><b>La centrale hydro\u00e9lectrique de Dibwangui<\/b>, \u00e9tablie sur la rivi\u00e8re Louetsi, \u00e0 152 kilom\u00e8tres de Mouila (capitale r\u00e9gionale de la Ngouni\u00e9), au sud-ouest du Gabon, pourra alimenter 88 000 habitants. La soci\u00e9t\u00e9 gabonaise LOUETSI Hydro a \u00e9t\u00e9 cr\u00e9\u00e9e par le Fonds gabonais d\u2019investissements strat\u00e9giques (FGIS) et ERANOVE pour pr\u00e9parer et r\u00e9aliser, dans le cadre d\u2019une concession avec la R\u00e9publique gabonaise, la conception, le financement, la construction et l\u2019exploitation des centrales hydro\u00e9lectriques de Ngoulmendjim et Dibwangui. La centrale de 15 m\u00e9gawatts alimentera la r\u00e9gion sud-ouest du pays et soutiendra les communaut\u00e9s locales actuellement sans \u00e9lectricit\u00e9. Situ\u00e9 dans la province de la Ngouni\u00e9, le projet hydro\u00e9lectrique de Dibwangui est class\u00e9 comme un exemple de bonnes pratiques internationales en mati\u00e8re de conception et de planification durables.<\/p>\n<p><b>Les centrales hydro\u00e9lectriques de l\u2019Imp\u00e9ratrice Eug\u00e9nie et du FE2<\/b> \u00e9taient \u00e0 l\u2019arr\u00eat depuis plusieurs ann\u00e9es. Les travaux de construction pourraient bient\u00f4t red\u00e9marrer. Un accord tripartite entre l\u2019Etat gabonais et les entreprises Coder et CGGC, charg\u00e9es de financer et mat\u00e9rialiser ce projet, a \u00e9t\u00e9 sign\u00e9 le 15 mars 2022 \u00e0 Libreville. A travers cet accord, la Compagnie de d\u00e9veloppement des \u00e9nergies renouvelables (Coder) s\u2019engage \u00e0 mettre \u00e0 la disposition de la CGGC (China Gezhouba groupe corporation), les fonds n\u00e9cessaires pour r\u00e9aliser ces infrastructures. La soci\u00e9t\u00e9 Coder les exploitera ensuite pendant une trentaine d\u2019ann\u00e9es, selon la dur\u00e9e de la concession.&nbsp;&nbsp;<\/p>\n<p>Le red\u00e9marrage du projet de construction de ces centrales \u00e9tait attendu depuis plusieurs ann\u00e9es au Gabon. La construction des deux centrales hydro\u00e9lectriques va accro\u00eetre l\u2019offre \u00e9nerg\u00e9tique du Gabon avec une capacit\u00e9 de 88 MW pour la centrale de l\u2019Imp\u00e9ratrice Eug\u00e9nie et 36 MW pour celle de FE2.
